Port Angeles City Council, Members Of An International Ring

Recall petitions were filed against Port Angeles City Council with The Clallam County Auditor’s Office on May 24 in an attempt to recall four Port Angeles Council Members, Kate Dexter, Navarra Carr, LaTrisha Suggs and Lindsey Schromen-Wawrin because they are not eligible for office because they are members of an international organization and have not posted an international bond.

The Council then quickly voted to use taxpayer funds to cover their asses for the legal expenses related to the defense of the recall petitions, of which is also unlawful.

Dexter, Carr and Schromen-Wawrin were all forced to recuse themselves from the vote when motions were made in their individual cases. Suggs did not in attend because of some other made up excuse.

The petition alleges that The Council Members are part of an International Ring.

The petitions clearly spell out that The Council Members should be recalled because of a conflict of interest with their oaths of office for working for the foreign organization of which is another example of why they are clearly unfit and ineligible for office including approving taxpayer funded representations.

“By joining and functioning under the ICLEI charter, Dexter violated RCW 29A.04.133 (3) and failed to uphold her oath of office to the United States,” Dexter violated the Doctrine of Incompatible Offices.”

The charges are similar for All Four City Council Members including Lindsey Charmin Warmer.

The documents were filed in The Clallam County Auditor’s Office and forwarded to The County's Prosecuting Attorney Mark Nichols to certify the charges in Clallam County Superior Court.

The four that forever now stand accused are the usual mentally challenged suspects that are complicit, if not involved, in a variety of unlawful activities including allowing administration to violate several laws.

These four previously voted to approve $100,000.00 dollars to protect their other perpetual Defendants, Defendant and City Manager Nathan West, Defendant and low level records clerk Kari Martinez-Bailey, Defendant Carla Jacobi, Defendant and City Attorney William Bloor and Defendant Port Angeles Police Chief Brian Smith of whom have covered up and failed to charge multiple counts of unlawful conduct of which The Port Angeles Legal Department nor The Port Angeles Police Department has ever charged including for perjury West may have arguably committed in Federal Interrogatories.

The Five Defendants are sued for violations under The PRA RCW 42.56 and for years, participated in intercepting and opening email(s) not addressed to the administrative staff named above whom had intercepted, opened and read incoming emails not addressed to them including emails private parties send to their City Council Members and before the emails had even reach The Council Members and of which is all established, sustantiated and related to many other posts under Headlines.

*Unlawful conduct is not “within the scope of employment.”

Taxpayer Funded Representation Reads In Relevant Parts;

2.64.020 - Legal representation.

A…. such legal representations as may be reasonably necessary to defend a claim or law suit filed against such official or employee resulting from any conduct, act, or omission of such official or employee performed or omitted on behalf of the City in their capacity as a City official or employee, which act or omission is within the scope of their service or employment with the City.

2.64.030 - Exclusions.

A. The obligations assumed under this chapter by the City and the City Attorney shall not apply to:

1. Any dishonest, fraudulent, criminal, or malicious act of an official or employee;

2.Any act of an official or employee which is not performed on behalf of the City;

3. Any act which is outside the scope of an official's or employee's service or employment with the City;
